They are very different kinds of dogs. It's kind of like asking if spinach or chard is the best side dish to serve... (to what? whom?)

You will have to decide specifically what you expect the dog to do, how and where it will be living, how speedy you want it to work, how much coat care and mess you can tolerate... many other things, in order to know what dog will be best for that expectation.

a bull mastiff was originally bred as a guard dog. a bouvier des flandres was bred as a herding dog. look it up in a breed book or web page
