I petitioned for my mother in to come to the US from the philippines, she had gotten a travel visa before to visit will this help in her process, how long is the wait usually?

Have you recived your priority date yet? Typicall the petition will come up for review 1-2 years after the filing. The fact that she has held a tourist visa in the past without any violations is a good thing and could count in her favor. Good luck!

If you are a US citizen, it will only take as long as is needed to approve the petition, send it to Manila, schedule her interview appointment, and issue her visa. That she had a tourist visa before has nothing to do with her qualifications for an immigrant visa - unless she has ever overstayed. THAT would be a big problem.
