in general no but if you remove both testes(the two ball-bearings hanging down a guy's ball) then the dude would run out of sperm because the testes makes semen which contains sperm

Yes, but ejaculate is not just sperm it's the sugars and proteins to sustain keep them alive. So you will still produce the sugars and proteins without sperm.
