most of the time when i' m driving i saw very sober people just through kind a tissue paper,cig-buds and some other stuff on highway, i feel bad because city pays alot to clean highways

I wouldn't be so sad because the city/state government pays to clean up the mess, I'd be worried about the carelessness of people with visible garbage is equal to their carelessness of invisible garbage. The quality of our air and water, the chemicals used to grow food, the chemicals to process our food, and fragrances that are made of God-knows-what. Visible garbage only gives us a glimpse into that careless attitude and is a warning that those of us who care have to do whatever we can to make other people aware of how important it is to clean up our world NOW. I don't have kids and won't have any but I have nieces and nephews that I would be ashamed to leave this world in worse condition for.

Work to educate children, preteens, teenagers, young adults, adults, parents, the elderly of the crime against future generations that is going on. Global warming is happening, ignoring it won't make it go away, it will only kill humankind faster. Yes I mean KILL dead or annihilate. So talk and keep talking about the dangers of polluting, and do your part to conserve energy and clean up the air and water.

I believe the best way , is to keep having this good sole of urs, and keep not throwing stuff , through ur car, In the meanwhile u may write this observation to some TV stations ,who may present real shows to ppl where they will surely hate this uncivilized act , and stop doing it ,..., also authorities to increase the fine against such ppl and they may open direct contacts to them, to receive car Nos. and other details if possible.
Fortunately most people are so civilized that this habit is not popular, and hated by all.

maybe get some sort of bumper sticker that makes them think twice or to make up for their littering, you just make sure that you are extra careful to not litter and make sure that no one in your car litters.
