I have a penpal that I want to write to, but I have NO clue how many stamps I should put on the envelope.

I am not sure about USA, but when people from Russia want to send the letter to USA they go to the post-office. There the postman checks the weight of the envelope and tells how many stamps you need to send particularly that letter. There are different kinds of stamps, having different price. For example, you have to pay 1 usd to send the package (just the example): you can buy 1 stamp costs 1 usd, or 10 stamps cost 10 cents. It will be the same.

For a regular letter (about 3 pages) - 84 cents. For bigger letter - check the weight and visit the rate calculator:

Weigh the envelope, then go to www.usps.gov, which has a thing which will tell you the exact postage required.

go to post office and they will figure it out for first time so you will know for future letters.
