If geographically i am in russian province now? From what to start?

Bengali language is now called Bangla.
If you want to learn Bangla then you may come to Bangladesh and get a diploma from the Language Institute under Dhaka University. Or you may go to Kolkata for the same.
You may also asked the issue to Bangladesh Ambassy in Moscow.

Nice to know about your interest in learning the language. I suggest, you request some relative of yours to send you across some basic alphabet and pharse books on bengali from Kolkatta.
That should give you a headstart.
