English is the primary language of Singapore and English is widely spoken just about everywhere.

singapore is very fluent in english.. even cab drivers will usually understand english. Other countries? Well, there's Scotland, Ireland, England... There are countries where you'd be surprised how little English is spoken... like Germany... lots of English speakers there, but when you go into a small town, or a gas station in middle of nowhere, you better know some German. Every country has english speaking people, but it's not necessarily widely spoken everywhere.

If you're talking about home use, I believe I saw an aritcle in the papers that said about 60% of homes now use English as the main language. But many families are bilingual and will use both English and another language at home, especially if the home is a multi-generational one.
As for your second question, many countries use English widely like the US, UK, Australia, Canada, Malaysia and more.

Yes, India is one country where English is widely spoken & also used as a link language as India is made up of many states/regions where many different languages are spoken.

well i'm in singapore right now!! but i'm originally from the philippines! and the philippines really speak good american english! in fact many young filipinos don't know the filipino word for some english ones as they are not used anymore! it may sound a bit silly but it's true! some english words don't have a filipino word even... in singapore you would hear english everywhere!!! their government promotes that people should speak more english to improve it! they speak british english as the brits came to singapore....
