A US visa is for entry only. Duration of stay is separate from visa validity. So yes, you can enter as late as the last day that the visa is valid, and then stay for 30 days.

I don't really know according to your description. However, usually, a visa is issued for a certain length of stay. There is usually a date after which entry is no longer possible. After that, you can stay the length of the visa.

In other words, if you apply for your visa on May 5, and they give you a visa for a 3-month visit stating that it is valid until August 5, you have to have entered the country on or before August 5. You may stay three months (90 days) after the date of entry. So if you entered the country on July 10, you may stay until October 8.

I hope this makes sense. However, once again, I'm not sure if this is the kind of visa you have. I don't really understand your explanation. Sorry.

The duration of the days given to you is binding even if your visa will expire before the days given for your stay.
