use a salt water mix! just take a spray bottle and mix regular salt and water. .spray hair when its wet and after it dries and scrunch it up as you go!

Use a scrunching spray on clean, damp hair, such as fekkai found at sephora or sephora.com. Or run out to your local drug store or grocery store and purchase a curl enhancing gel and wave spray. After washing and combing your hair through, use the gel and spray and scrunch hair up toward the roots until your hair is nearly dry. Then set it with a light/flexible hairspray.

If you have a bit of a curl in your hair and it dries without you combing it while you are at the beach, thats why you are getting the waves. You might consider having a very large rod perm. And every time you wash it comb it in the shower after conditioning and then wrap you hair in a towel without rubbing it. Then take your hair down and finger comb it and leave it alone until it dries.....it will work.
