My black lab is only 2. shes mostly indoors now that its blazing hot. she has heat spots that wont grow back with hair. and especially her scar spot from getting fixed along with her whole stomach grows very fine hair so that you can see her skin underneath. we just got her maybe a month ago and shes been the greatest but shes been like this ever since. by the way shes completely clean of ticks, parasites, etc.

I realy dont know what you could do about that except to take it to the vet and let them check it out because my dog did the same thing and his hair just grew back.
