Neither Filter nor Query has the ability to store the results. Access converts your queries into SQL Statements and only saves that statement. Filter is part of query and it also gets saved part of SQL Statement's WHERE Clause. So both Filter and Query doesnt store the results.

Yes, filter is like a quick tool to search some records, or to test a condition. When you want to document these rules and want to use them again and again you can write a query, and use it when ever you need.
