Doesn't matter... you are not in Mexico so why do you want to fly the Mexican flag? Be proud of the country that gives you opportunity and freedom.

Yes, that's the way it would be done for any foriegn flag no matter what it was. They likely mean (if its on a pole), American on top with the other flag flying below it.
There are actually some associations that won't let it's tennnants fly any flag. Kind of outrageous, but they actually can have say if it is an association. Particularly Apartments and Condoes.

It's called a free country. You can fly any flag you want.Your neighborhood association is gonna give you a hassle about it.If your willing to deal with the hassle fly the flag.
Right after the 5/1/06 demonstrations I was driving thru this tiny, tiny town (pop 100) and there was a sign posted outside of this house that said,"If any mexican's fly their flag here I will shoot them for treason" in big letters.I was astonished. That old man better be glad I don't live there.
Just thought I'd share that.

To display/fly your country's flag in the states is frowned upon. I suggest you fly it proudly in your country. Here we don't need to know where you are from by flying your flag.

However, if you feel you must, the UNITED STATES FLAG is required to fly above your country's flag. Your country's flag cannot be flown evenly with the UNITED STATES FLAG to do this is disrespectful. Though you are in the land of the free and home of the brave. We Americans would rather you not do that.

Yes, you are proud of your heritage as we are of ours. But to flaunt your flag here is not cool at all. Why not fly your flag in your bedroom or living room. That would be more appropriate.

I agree with your neighborhood association take it down and display it inside your house.

It is legal. Since you bought the property with the agreement to abide by the association. It's also common courtesy in another country to fly both flags. In other words, you are insulting the Americans by not flying their flag too.

If you want to get along in the country you live in. You will need to adapt.

definitely not, would fly then if they persist, sue, but in effect you are suing yourself as suing a HOA is siung yourself since you pay into the same HOA. There was a Case where I lived where a retired Marine Colonel flew not only US flag, but the CA and Marine flag, HOA said only US flag was appropiate, he sued and won.

if you love the mexican flag so much, then stay in Mexico and fly it. If you live in America, fly American flag.
