"Seeing" the finished work in your "minds eye" before closing the shutter. Having shot many a wedding , for example, and as I "squatted" there in front of the Bride while holding my camera in the "portrait" mode (to get that head on camera angle) all her "Friends" hovered over me, cameras in the "landscape" mode, and shooting down on her from an eye level position.
I got photographs, they got snap shots. Another example is that slight shift of position to move a shadow or enhance the composition or better position the subject in reference to the surroundings. Photography is an art and so there is no simple answer, other then it is that "good eye" that a good photographer can bring in to play and not just take "snap shots".

It means you're able to take "pleasing" photos: interesting compositions, good use of contrast/colour, able to time a photo to capture the "decisive moment", etc... That is, the artistic as opposed to technical stuff: not just being able to take photos in focus and exposed properly (which most cameras practically do by themselves today!)
