we reported him twice already to the community office for grave threats and blocking our road right of way, so he was requested not to do it again, but lately, he again blocks his car in front of our driveway every morning. Our house is situated in a dead end portion of the road, and his taxi drivers parks their dilapidated taxis in that area causing it to block our way together with his car. He cannot claim that portion to be his because it is for public use

Have the police come by and issue traffic citations on the car. It is illegal for a vehicle to block a driveway. After a few written citations and court ordered fines paid, the offender will take you off the Christmas gift list, but he'll stop blocking your driveway.

Time to go over the community officer to the city traffic department. A few citations might do the trick.

I would contact the Police again ,

dont go doing anything back to him physically yourself , otherwise you will get into trouble as well .
