considering that more 5s and less 4s is better even for 5-7 people

Its a question of ethics versus a superintendent's selfish interest, in that way its philosophical and controversial. And uhm the spiritual factor? hard work ethic I guess?

Obviously, if only the ones who were going to pass could take it, then the school would have a higher percentage of passing scores so it would look better.

Can I ask what this has to do with Religion and Spirituality? :o)

In my experience, the AP program tends to weed out those who can't handle the advanced classes. Plus, you need to think of funding, most schools wouldn't be able to afford paying a teacher to teach only a few students. If the AP class isn't filled like other classes, then the school would essentially have to hire an extra teacher.
