I think you mean you want to caricature someone or something. It's actually kind of difficult to find a program to do exactly what you need, but if you want to work with an image in photoshop, you can start by using the magnetic lasso tool to draw a very close selection around the objects/people you want a bold line around, then use Selection>border to turn that selection into a border of whatever width you want, and then fill that with black in a separate layer. After that you can manipulate this set of lines with "liquify" or even the nudge tool if you think there's something that needs to be exaggerated. You can also"posterize" the colors.
Otherwise, it might be good just to learn how to draw. I suggest Betty Edwards "Drawing on the Right Side of the Brain" especially if you're a beginner and skeptical about your own talent. That book and the exercises in it will help anyone.

kodak has a free downloand with a cartoon feature. its pretty nice. not sure of the website but you can google it
