It should have none.
Terrorists are nothing new. They've been around since the beginning of civilization. They just used to be called barbarians, bandits, brigands, pirates... or just criminals.
People commit atrocities every week, heinous murders and rapes. How are they different than terrorists? A lack of political agenda? Do we change the definition of a crime because of the motive? What about the Oklahoma city bombing. Done by US citizens. Were they terrorists? Should it matter?
We have a justice system that defines criminal actions, and punishes people based on what they've done or tried to do. Changing the labels shouldn't change the process.
And it shouldn't be an excuse to ignore the constitutional requirements that this country was founded upon. We are a nation of laws, and we should punish those who break the law, according to the law.

not as much as it should,,, a terrorist act by an organization should have been addressed by the U.S. Justice Department,
terrorism by definition would have been a terrorist act against the U.S. by another country
I think by the Bush team's confusing the two, (terrorist act, and terrorism) more ignorance has been created
al Qaeda has no country
the Hezbollah have no country
Hamas (the Muslim Brotherhood) has a country now, since they were elected in a so-called democracy in Palestine

It shouldn't have any. The justice system is designed to punish criminals AFTER the crime. Terrorists need to by stopped BEFORE the act.
