Yes, is supposed to be treated as a 4 way stop, but really that would never happen.

Yep, it turned into a 4-way stop.
Whoever gets there first gets to go. If it is some kind of a tie, then the vehicle on the right gets to go first.
Hopefully everyone out there driving knows the rules so there aren't any screw ups....or fender bender....or ticked off people
