Yes, an intersection with no power is treated like a 4-way stop.

The intersection is to be treated as a 4-way stop unless someone is directing traffic.

Yes, it is treated as a 4-way stop.
But some doink is going to go speeding through and claim that he didn't know there was a signal there so watch yourself!

Yep, it turned into a 4-way stop.
Whoever gets there first gets to go. If it is some kind of a tie, then the vehicle on the right gets to go first.
Hopefully everyone out there driving knows the rules so there aren't any screw ups....or fender bender....or ticked off people

If this happens, then everyone should treat it as if it is a four way stop, and let each driver have one turn at a time.

Yes. WHen the signals are dark, you should come to a complete stop and when the way is clear, proceed with caution.

You treat it like a four-way stop. But be careful, other drivers may not.
