I recently saw a show on HGTV where the designer built his own wooden valances using Medium Density Fiberboard and 1 X 4's and then affixed wooden appliques that you can purchase at any fix-it store or hardware store. If you prime it after it is up, you can paint it any color you want.

get birch plywood, cut your own to your design, then get the little pressed wood decorations , usually flower and fruit ropes and medallions etc, not sure where to find all of them but michaels arts and crafts did have some. glue them on as you wish, then paint and antique the detail area to bring out the carving. be sure to sand the edges very smooth.

I was also going to suggest making them yourself or having your carpenter do it. That way you get exactly what you want.

window coverings stores should have a good selection, other than making one yourself.
