Cetainly you could use the Yahoo toolbar if the blocker in WinXP doesn't do it for you (of course you may not be a WinXP user).
Keep in mind that while some guys/gals think they have a pop-up problem, the underlying issue could be a browser hijack. So, in addition to a blocker, you should consider a (free) product such as Ad-ware (http://www.lavasoftusa.com/software/adaware ) to help with adware, spyware, etc.
Meanwhile, I would also go to the Zone Labs site (http://www.zonelabs.com ) to grab a free copy of their Zone Alarm firewall. While there, check out some of the other software that might help keep you pop-up and malware free.

Popups are are sure sign that your computer is infected with spyware or adware. Probably from some so called "free" software that you may have downloaded. The reason that the software is free is that they bombard your computer with advertisements. Free smilies, screen-savers and music sharing programs such as Kazza,and Limewire are notorious for being bundled with this crap.
Do this. It will take a couple hours.
1. Scan for virus and remove (free online scan) with BitDefender

2. Scan for trojans and remove (free online scan) with Ewido
http://www.ewido.net/en/
3. Scan for ad/spyware and remove (free download) with Spybot Search & Destroy

Get the Firefox browser. It does an excellent job, and it's free. If you are getting popups without an open browser, then you have spyware, and have to get rid of that to get rid of the popups.

You are in Yahoo. Don't you use the Yahoo toolbar? It has a button for pop-ups. Click on the down arrow and select "enable pop-up blocker." When you click on the down arrow, you will also see an option for "Why am I still getting pop ups" in case they don't stop.

in internet explorer 6 for windows xp click on TOOLS > POPUP BLOCKER > TURN ON POPUP BLOCKER
