I heard from somewhere, a long time ago, that if you see 11:11, your supposed to make a wish..........I don't remember why but thats what I remember.

It means that it is eleven minutes past 11 o'clock - am or pm depends on where you are. Or, it could also tell you that it is approximately 49 minutes to 12 o'clock...depends on how you look at it....
