Paws down, a Papillon. They are beautiful, intelligent, and very loving dogs. From personal experience, dachsunds are hart to house train.

When Australians wanted a particular type of dog to do a particular job, they created it by crossbreeding dogs that were available to them. Such was the beginning of the Australian Terrier. From a mixture of several terrier breeds, including the Dandie Dinmont Terrier, which endowed the Aussie with its typical topknot, an efficient ratter and watchdog evolved. As a bonus, the breed is an entertaining pet, well suited to either city or country life. This terrier's small size, just 10 inches at the shoulder, and course-haired natural coat make it an "easy keeper." Color may be black with tan markings, clear sandy or red. A good weekly brushing and some trimming around the feet and ears will keep this dog looking neat. Its exercise requirements are easily met with brief walks or playtimes two or three times a day. This little dog enjoys the company of children and makes an endearing companion and an excellent watchdog.

Consider your lifestyle, and research the characteristics of each breed you mentioned and see which one best suits you and your household. You will want to consider any hereditary defects that particular breed may have. If you're still not sure, find reputable breeders in your area, call them and if they are good breeders will have no problem in telling you what the breed is like. I once wanted a bulldog, until I researched the breed and talked to different breeders to find the breed had a variety of potential health problems. A Chihuahua is a dog that may snap and bite, not a good choice at all.
A Beagle is one that loves to bark and bark and not a good choice either.
A Dachshund is a lovable good natured dog, good choice here.
A Papillon is one that might bark too, think twice about this one.

It really depends on what kind of person you are, if you ar active, or a couch potato, if you would like the dog for something other than a companion, etc. You don't have allot to go on to ask people for their opinion. Getting a dog shouldn't be just about what type of breed you like for looks or size, but what fits your specific life style.

Out of all those mentioned I'd get teacup chihuahua. But if you want a low shedding dog I'd get a mini poodle mix like a Yorkiepoo.

Beagles are the best of the lot. They are loyal, loving, protective and smart - not to mention cute! Dachshund would be my second choice but forget the chihuahua please
