Why would free will be an imperfection? There is nothing ugly or wrong with giving people a choice, they would be carbon based robots if there were no free will and their worship would not be genuine.
God doesn't just "send" people to hell. People make that decision out of the intentions of their hearts. They either choose to accept or reject the Saviour, it is their decisions that either condemns or leads to salvation.
