I have heard that it will and have seen someone honk at a red light and it changed at that same exact moment. It seems like it would work so that it would turn green when cops or ambulances were coming through and using sirens.

No, but if you get out of your car and start shouting obscenities (very loudly) it will turn much faster. Another way to get the light to change is to start to do something else, work on a report, dail a number on the cell phone or, my personal favorite. Get out of the car and check your oil or tire pressure. This is a sure fire way to get that light to turn green.

absolutely not!

However, some lights have a sensor which will change the light if an ambulance/fire truck/police car's strobe is on. There are also some traffic lights that have sensors somewhere under the "stop line". If there is no cross traffic, and a car is stopped (or rolls back and forth) on the stop line, it will change sooner.

No... BUT flashing your high beams a few times might help-there are some kind of sensors that are sensitive to bright flickering lights (like the PO-PO) it works better in the dark. It kinda tricks the intersection lights and the sensors think that you are an ambulance or the PO-PO. Giving you the green light quicker!

After 22 years of working on traffic signals I can, with authority, say no...honking only pisses off the other drivers.

Yes. It's the same principle as repeatedly pushing an elevator button.

Only if you are moving and reving your engine.

Using a mirror to signal at the light works better.
