No, i am not religious but feel that 'Jesus rcks is expressing belief whereas 'Jesus sucks' has the power to en-sight hatred among communities

Of course it would be ok. its a free country. You can put "satan rcks" if you feel like it. but the thing is you may find you're car completely effed up when you go to it in a parking lot one day and a lot of people may hate you. Consequences you should be prepared for when you threaten people's savior.

With Freedom of Speech I imagine that you would be able to, but you can only fit eight characters on a license plate.

It is very unlikely that any state will allow you to put that many letters (and the space) on a vehicle license plate.

no it would not be ok if you had that license plate that sayes that at all you are being cruel to god and he made you what you are today so you need to love him and not get that license plate and get the license plate that says jesus rules

Sure, as long as Christians in your neighborhood don't throw rocks at you while you're driving. AND you've got to make sure that no one else has that license plate already. So go ahead. Be bold. :)

it wouldn't fit, and the DVM wouldn't allow it.
however, if you want to subject yourself and your paint job to the outpouring of backlash it would provoke, it's your prerogotive to express that sentiment, you could get it on a licence plate frame.
Or you could avoid the negative and go with a positive toward your own belief:

"Athena Rocks"
"Clapton Rocks" (true regardless of one's spiritual beliefs)
"Flying Spaghetti Monster Rocks"
"Cosmic Spiritual Non-Entity Rocks"
"Meaningless Void of Eternal Nothingness Rocks"

or what-have-you.
