The white belt is the beginners belt. Like many martial arts, taekwondo has ten student ranks (called a gup, sometimes spelled geup or kup) and nine or ten black belt ranks (dan). New students begin at 10th Gup (white belt) and advance down in number to 1st Gup (red belt). Some schools have an additional intermediate rank called cho dan bo, meaning "black belt candidate" and sometimes abbreviated as dan bo. After some prescribed amount of time has passed, the student takes a dan test, after which the student becomes a 1st dan.

it should be black with a red stripe.
there are 10 levels(belts) before black belt, not all School are the same even thought they are WTF some will have different color belts, white belt should be 10th gup (gup means level) I've been to two different schools both were WTF and both had different color belts.1st was
-white
-orange
-advenced orange
-yellow
-Advanced Yellow
-green
-A. Green
-blue
-A. Blue
-red
-brown
-black with red stripe. they didn't consider white a gup so orange was 10th gup that is why there are 11 belts, I think that was a very interesting way to do it. but it was approved.
the other school which I currently attend to is
-White
-white with
-yellow stripe
-yellow
-orange
-purple
-green
-blue
-brwon
-red
-black with red stripe then of course black...
as you can see as long as there are 10 levels before black belt you should be fine but most school are different order when it comes to COLORS

The belt before 1st dan or poome is called chodanbo it is a belt that is half red and half black. I am instructer at a TKD dojang so I'm pretty confident.

According to 2006 Jan stastic in WTF,

There are 5 people who has 10th degree black in south Korea.
non in foreign country.

There are 285 people who has 9th degree black in south Korea.
74 in foreign country.

There are 723 people who has 8th degree black in south Korea.
102 in foreign country.

There are 1,830 people who has 7th degree black in south Korea.
466 in foreign country.

There are 4,638 people who has 6th degree black in south Korea.
1,237 in foreign country.

There are 18,355 people who has 5th degree black in south Korea.
3,078 in foreign country.

There are 51,942 people who has 4th degree black in south Korea.
7,275 in foreign country.

There are 130,561 people who has 3rd degree black in south Korea.
18,769 in foreign country.

And there are a lot of 2nd degree black
and 1st degree black.

If you are 4th degree, you are admitted as TKD instructor.
If you are more than 5th degree black, you are admitted to have own Gym(Do-Jang).

1 degree black ~5th degree black usually good at sparring.
Because they are young and enjoy sparring.

6th~9th are usually TKD instructor and they don't really do sparring.

10th degree black is emeritus degree.
Only 5 people has that. they are old people , they don't do sparring.

Usauully , In red belt, they start to understand sparring.
