School counseling is probably a bad choice. Budget problems limit the number of counselors a school has. Remember, even in a large high school, there are usually only 3-4- one for each grade level. In the elementary schools, many districts have eliminated them to save money. I know, I have a counselor's certification but there just are very few jobs around here for them.

I would choose human resource because I like working on organization's problems. If you prefer working on people's problems go for counseling.

I believe that it all depends on what you would like best to do for 20 years. They are both good careers. Money isn't everything.

school counselor can be great, but you probably won't make as much $ as you would in HR.
in both jobs you'd deal with other people. you will share good news ("your hired"/"you're graduating") and bad ("we can't hire you because you're not qualified"/"you're not going to graduate because of your truancies").
it depends on what you'd enjoy more.
