Call the police

Most neighbors who play stereos too loudly... mow lawns too early in the morning, dance nude in there home while the whole block sees them... or extend fences or gardens onto your property aren’t malicious. They are simply insensitive or oblivious to your peace of mind and/or your space -- it is nothing personal.

By understanding and remembering this, you will be better able to distance yourself from the problem and think clearly about the best solution.

BASIC SOLUTION

There’s an old expression, No one hears his own dog bark. When you first confront a neighbor, assume he/she means well. A good opener is, I’m sorry to bring this up, but..., That makes it easier for the neighbor to apologize by saying, Gee, I’m sorry it bothered you.

If you start with threats, your neighbor may become defiant... and possibly belligerent. Once relationships between neighbors turn nasty, they are extremely difficult to untangle and the problems frequently become worse.

Solution: Pleasantly but firmly make your point and explain how the situation is affecting you. When the annoying behavior stops, send a thank-you note.

IF YOUR PLEA IS IGNORED

Document several additional occurrences of the problem. Note the hour and date when the noise occurred and how long it lasted.

Also consider taping the noise. A record of the problem may help you drive home your point with your neighbor. It can also serve as evidence if you must take legal action.

Mail a copy of the detailed log to the offending neighbor with a letter politely explaining the problem.

If the problem persists, draft another letter, repeating when the noise occurred. Have other affected neighbors sign it, and send it to the offending party. Hopefully, this will drive home the point and demonstrate its magnitude.

If your pleas are still ignored, call the police the next time the noise occurs.

If the neighbor ignores police warnings, you can sue in small-claims court for financial damages by placing a monetary value on the effects of your neighbor’s actions.

1. Call the police; or,
2. Gather some of the other neighbor WOMEN and go laugh at him as he dances; or,
3. Make gestures like your measuring something very small; or,
4. Gather some of the neighborhood MEN and have them laugh at him as he dances

Well if you don't want to involve the police...maybe you could leave him an anonymous note on his door. Maybe he doesn't realise that he is seen. On the other hand if he is a weirdo, you might want to check out if he is a registered sex offender. There is supposed to be a national registry online. I know for sure the TxDot has one. Good luck.

If he's someone that people talk to in the neighborhood have one person approach him about it... if not. I'd leave a note at the door explaining the situation politely. If that didn't work I'd call the cops and say there's a sexual predator nextdoor.

Time for police intervention, and education to the children perhaps, about appropriate behavior. This guy is an exibitionist and he gets his thrill out of shocking people. If it's shocking to you how do you think and innocent child would intrepret? I had a guy "flash" me once, disturbing, but I kept my cool and said "Looks like a penis, only smaller" but I did mention it to a counselor as it was disturbing. Peace.

Some cities have laws prohibiting this sort of behavior. Call the cops and find out. Make a complaint.

Sound the air raid siren and yell over the bullhorn, "incoming blimp"!!

Or have everyone stand outside and take flash photographs.

On second thought, call the cops. It is indecent exposure.

First, why are you all WATCHING him? He actually is in his own house. All he has to do is close the blinds so his peeping neighbors don't see. Not that big of a deal.
