I think during the time of Moses, to be circumcised is to be a follower of the Lord. Now, I guess to be considered a real man, or to help in the sexual stuff.

Male circumcision is the removal of the foreskin which covers the head of a man's penis. Female circumcision is the removal of a woman's clitoris and outer labia.

"To be circumcised because you don't pay attention" means to have the foreskin surgically removed from one's penis because one doesn't pay attention.
If your teacher, or if some other authority figure to which you should be paying attention, is threatening this, you should probably contact social services.

its for males only its the foreskin around a males penis if left on it can cause problems later on in life easy to get infections and other things also
