i know there are all the great sights to see in d.c. but i want to make this trip really memorable for my friend's birthday so does anyone know of unique, interesting, amazing things to do in d.c.?

How about a dinner cruise on the Potomac with the sky line of WDC behind you? The food is really good and it's just a really great overall experience that many people do not think to do! You can make special arrangements with them for a birthday cake and the sales people really make an effort to make your experience outstanding.
I would be able to help out better if I knew your friend's age and sex. WDC has great sporting events. Take your friend to a National's baseball game. It's easy to get to and from the game via metro. Or, go the the Spy Museum near China Town. It only takes a couple hours to go through it and it's very entertaining.
Another fun place is Georgetown during the day for shopping, and at night there are some great lounges to hang out at. Adams Morgan is a happening place at night, and the party doesn't get started till close to 11 pm.
The zoo always impresses me. And my favorite place for brunch to fix the hangover would be Old Ebbit Grill, which is right next to the White House.

You don't give your age or resources so here's a few possibilities:
- if you're flush with cash, have dinner at the Inn at Little Washington - perhaps the best resturant in the country (they have an Inn, as well) - it will set you back about $300 and you have to drive an hour outside the city, but it is truly amazing.
- Take a bike tour of all the monuments - at night is best (or if bicking is not your thing they have Segway tours as well)
- write to your congressman/woman before you leave and get passes to watch congress in session - pretty amazing stuff and free
- go to the tomb of the unknown soldier at Arlington cemetary
- See the Orioles at Camden yard in Baltimore - one of the best baseball stadiums in the counrty - then do dinner in the Inner Harbor (which is across the street) - or if you more adventurous, go to Obrycki's for cracked crabs
- See the Supreme Court in session

Try not to get shot. Just kidding..... all of the museums are great and the monuments, and go on tours of the Capital building if you can. Chinatown in DC is kinda lame compared to any other I've been to (NY, LA, SF, Montreal, Vancouver, Seattle, Boston).
Also if you're in town when the Nationals are playing then go to a baseball game of course
