I think the answer depends on which religious system you are asking about, as there are great philosophical differences regarding the nature of the soul. Some of the earliest documented beliefs in reincarnation date back to ancient Egypt and ancient India.
In Hinduism, all are part of the Brahman. Every living being has an *externally* existing spirit (in contrast, Buddhists reject this notion of "egoentity" transfer and there are distinct differences between the Buddhist concept of rebirth and the Hindu concept of reincarnation)). Upon death, that spirit passes from on body (incarnation) to another (reincarnation) in accord with its karma (the sum of one's actions). This cycle of birth-death-rebirth continues until one achieves moksha (nirvana in Buddhism). At this point, the soul is no longer reincarnated.
But some caution that reincarnation should not be thought of as the reappearance of the spirit or person within a physical body. Rather it is believed that the perception of the world alone exists as a manifestation around the conscious being, and this is maintained as an act of mind, trapped by ignorace of the true nature of being.
Another concept that is difficult for many to grasp is that in Buddhism, nirvana results in self-extinction. This might lead one to ask another question in light of yours: what happens to the soul after one reaches the state of nirvana?

if all souls were produced at the same time, then you're implying that they are waiting around (in heaven/hell) until they get a body, or do some never get a body? Good question NO clue reincarnation would be cool, if you came back as you wanted all the time, not a grasshopper, or something.....

There is no reincarnation, just think about it, why do I fear do die if I know that I will reincarnated. Also, only Jesus has done it, and there is no else that will do it. There is no purpose on reincarnation for God. Every new soul lives and dies one time only.

I believe in reincarnation; but, attend an Episcopal church. I think that in Kabbalistic teaching, souls were created simultaneously. -Many early religions believed in reincarnation; for example, the Greeks, Celts, and Buddhists (today).
