You have to sue him in court.
Get a judgment and try to collect.
You can attach his wages if he has a job. take his car his house if he has one.
It is not easy, but if you want to collect that is how it is done. Sue him for your attorney fees.
Have the DA prosecute for no insurance
Carry un-insured motorist coverage it isn't that expensive.

They have some victims assistance programs for such cases, call your local police dept and see. You can also get his licience suspended. There are many things you can do. Look online i had the same problem a while back and searched the internet tons and founs lots of information but i cant remember all the web sites. Don't bother hiring a lawyer, theres really no money involved for them since the other party doesnt have any liability. If i were you i would call the dps to get his licence suspended, get victims assistance, and file small claims against him.

I'm afraid the answer to this one is not nice, Good Luck!!!!!!!!
Being that you only had liability it'd probably cost you more to pursue the situation than the cost for you to repair or replace the car. Even if you do spend the money and go after the guy, there's no guarantee that you'll ever find him to serve him. your best bet would be to put that money into the car.

I believe you may have some recourse due to NAFTA. (There are some established legal precedents however they deal mostly with commerce) If you know the National's information contact a local international law attorney and get his opinion as well as getting a contact of a Mexican attorney who knows Mexican law, this may have to go through the Mexican system, but who knows you may get something out of it. However make sure that if someone takes the case its on a contingency basis.

All you can do is try to find him & sue him. It will probably cost more in attorney fees. Even if you win, you will have a very hard time collecting the money.

if you live in an area where not everyone is prone to having insurance then i would add uninsured motorists to my policy (if you have full coverage then its covered). youll never get him to pay and if he does pay count your lucky stars. there's not a lot you can do.
