The only way I would want do that is for a guestworker program.
My biggest rule was that it would have to stay posted for thirty days at the employment agency to allow American workers a chance to apply. If no one applies, they can't go back and say, "They took this job, so I don't have one." Wages and conditions must be the same(and livable) for the job, no matter who applies. If accepted, then a foreign worker can get the visa.
At the end of the visa, they must go home. To ensure they do, employers will take 10% out of their paycheck payable upon returning home. Fines will be imposed for employers who allow overstays or do not deduct. Health insurance must be purchased to be eligible for the program. Criminal and health screening must be passed. The person should be of good character(determined by references and interview). They should have a working knowledge of English, but necessarily fluency. They should not be required to pay Medicare or Social Security, since they should not be able to get it. They should have state and federal tax taken out, though.

Guest work program hasn't worked at all. There would have to be strict rules on both the migrant workers and the employer with heavy accountably on both. Other wise it wouldn't be any different than the guest work program which we have now-which doesn't work. And borders must be secure.

We already have that but it is for EVERYBODY. It is called the employment sec. commission and LEGAL immigrants can go there too.
Doing what you said is flat discrimination based on race and nationality. You can not hire nor refuse to hire based on either.

YES YES YES.... that's all ppl fighting for. Unfortunately there's no legal way of coming to the US just to work.... If there were to be a program like that,, no one would be "illegal".. why else would immigrants come illegaly?
