You know, I'm not sure. I thought 'of course', but there is a place on the application for a social security number. [WRONG - SEE BELOW]
They have Scouts in other countries, so what would be the point of stopping them from being a Scout here?
I can tell you one thing, though. They would have to be respectful of our flag. It is a definite requirement for Scouting.

I was wrong, there isn't a place for a SS#, so yes, they can. According to the application for Cub Scouts, " Membership in Scouting, advancement, and achievement of leadership in Scouting units are open to all youths without regard to race or ethnic background and are based entirely upon individual merit."

Why not, they could get badges and awards for their skills crossing the border and eluding federal officers.....by the way illegals are that young? totally irresponsible parents?
