It is a good idea to use a harness instead of a regular leash because chis can have trachea problems and this can be damaging in the long run. I strongly suggest you use a harness, especially since if there ever is sudden emergency (like a big dog about to attack your little chi) and you need to lift him suddenly, a harness would be ideal. You can easily get him up into your arms to safety.
With the choking, it could be "reverse sneezing or coughing" you're talking about.

As far as seizures go, chihuahuas are prone to epilepsy. If these keeps happening, I strongly suggest you go to a vet and talk about it. Your vet may want to put your chi on medication if this is serious. Take your chi to a vet! And make sure that you vet is experienced with chis and small breeds because though we like to think we can trust our vets and they always know what to do, they don't. A Dr who is experienced with little dogs will be more knowledgeable and better for your dog.

If she is really having seizures she needs to be seen by a vet.
Yes, being pulled by or pulling on a leash can cause damage to the trachea or neck. This is also something that your vet can check for. An Easy Walk or Sensation harness or Gentle Leader head halter will save her neck and prevent her from pulling.

It seems like your dog has some problems. I think that you dog needs to go to the vet. I know someone who's dog did this also a chihuahua and it had an elarged heart and it ended up dying because they thought that he was just choking but what had happened was that his heart could not pump the blood because fluid was building up in his lungs and around his heart.

Harnesses work better for little dogs collars are bada so think about getting one but if it continues ask your vet (after the harness thing)
