I have an APEX tv that is about two years old, and from day one, whenever there is a ticker at the bottom of screen, it is cut in half. Whenever there is a letterbox movie on, there is more black at the top then at the bottom. Is there a dial or something I can adjust within the tv that will raise the picture?

There could be a vertical heigth or vertical linearity control on the board, but it could also be in the hidden service menu. Never have tried to access the service menu on this brand.
