Yes and no. If a penis is so small that you can barely feel it (under 5 inches) then it tends to feel like he is having a seizure on top of you more than anything else (Not very stimulating).
As to the "motion of the ocean".....well, for average sized men yes. (5-6 1/2)
Bigger men, don't have to try nearly as hard (for obvious reasons) (6 1/2-8)
More than 8 is when pain outweighs the pleasure for most women. Although I hear some really like that
