Yes and no. If a penis is so small that you can barely feel it (under 5 inches) then it tends to feel like he is having a seizure on top of you more than anything else (Not very stimulating).
As to the "motion of the ocean".....well, for average sized men yes. (5-6 1/2)
Bigger men, don't have to try nearly as hard (for obvious reasons) (6 1/2-8)

Heck yeah! If you don't know what to do with what you got it don't matter how much or how little you have! It's all about what you can do with it.
