Unless there are mechanical fasteners or tunnel geometry (such as a turn) that will hold in the plug, its ability to hold back the head of water will depend on the friction between the tunnel wall and the plug. Not a civil engineer, but the resistance/square foot should be available in a civil engineering reference book. Then its simply a matter of surface area of the plug time resistance = water head. Since most concrete actually shrinks when it cures, your chances for success with cocnrete seems slim. You could try a non-shrink grout, then the holding power would be a factor of the resistance between it and the wall.
