Because if your car's top speed was 70mph, it would be going absolutely flat-out on the motorway. Unfortunately this would be very inefficient. Engines work most comfortably when they're in the middle of their range, not when they're going as fast as they possibly can. If 70mph were the top speed possible, then you'd waste a load of fuel and hurt your engine.
Think about it - athletes can run at 36kph over 100 metres, but they can't keep that speed up for a marathon. Instead they have to run at half the speed or less. Similar principle for engines!

Unfortunately the "few" lifes robbed by speeding accidents are no match to other "public" interests. Your idea would be a little catastrophe for the car industry. Nobody would buy the expensive fast cars anymore. And speeding tickets are income for the govt, to cover the costs of our infrastructure.
I'm not saying it's good or bad, but it's one of the cases where the end (money/economic cycle) outweights the cost (life).

people driving slow cause the accidents, they potter along a perfectly good 60mph road at 30, causing tailbacks and fustration. Eventualy some1 will make a bad choice about overtaking points and crash
