They've been together since they were puppies?? Both are of the same age??? In that case, it's natural. Both are mature now and your home ain't big enough for the both of them. It's basic instinct. They will keep on fighting.
NEVER, NEVER, EVER try to raise two pups at the same time. NEVER.
My best advice to you is to get rid of one of them, find a good home for her. Neutering won't help (in bitches), training won't help, they'll go on fighting and may seriously hurt each other. Or, you'll get hurt trying to break up one of their fights.
If you neuter male dogs (before 2 yrs of age), they'll be more placid, less aggressive and the smell of their urine won't trigger other male dogs. If you neuter bitches, they just go sterile. There's no effect on their behaviour whatsoever.
If this was an easily solved dominance thing, both dogs would've established their ranks by now. They're prolly equally strong and no one wants to give in. I repeat, this WON'T get better by time. Some days, they'll be calm, then out of the blue, they'll start fighting.
If you decide to keep both, keep them separated at all times. Train them separatedly. Never leave them alone together. Keep them in crates overnight or when yer not at home. Don't allow them to fight or play together.

When I had two females one would always fight with the other and they were puppies and they were fixed! They weren't play fighting though. Well the one who always started it would do things like grab the other one's neck and try to rip it open so finally we had to get rid of her. (We made sure she got in a good home though) Well the reason she did it was because she was either just aggresive by nature or she wanted to show the other one she was the dominant dog.
So maybe that's whats going on with your dogs or one could be jealous of the other. Are they fixed? Because if their not that could be the problem too.

At 2, they are reaching maturity. One has decided that she is the alpha.
I had this happen years ago before I knew better. My girl was here from puppyhood. She decided that she was now the boss and kept trying to kill the other who was a lot smaller.
After talking to a behaviorist , and trying several things,I had to find her another home.

One probably reached her maturity stage & she is now trying to be the alpha. She's probably making sure that the other dog knows that whats hers is hers & whats the other dogs is hers too. My dogs did the same thing. They'll get over it eventually when dog #2 learns her place.

If one of them is not fixed- it's probably because one is in heat and the other doesn't like the other dogs behavior, smell, etc.
If they are both fixed and are fighting, then you may have to give one away.
