Use a video editing software (such as Adobe premiere or Roxio Videowave)
Open the file that contains the movie
Add it to the timeline
Resave the movie using a codec which will reduce the screen size and quality to where it will fit in 700mb
You may have to play around a little to find the right combination. Easy way is to make like a five minute clip from the movie, convert that clip and see how big the file is. Then multiply that by 1/5 the running time of the movie and you will have a good estimate of what the total movie's size will be.

downgrading of video quality. they have many encoders like divx or media player that can convert these things into smaller files. same technology as with MP3's and WAV files.
