As was answered before, the Big Bang invented electricity. Basically electricity is officially called electromagnetism since electric and magnetic fields co-exist. It cannot be invented, that would be like asking, "Who invented gravity?" No one invented it, its just a force that exists.
Its the reason why when you walk you don't fall through the floor, why mountains don't collapse under thier own weight. All the photons entering your eyes produce the image of what you are seeing are parts of electricity or electromagnetism.
Nearly everything we experience on a day to day basis, is mostly electromagnetism (or sometimes gravity). Even two cars crashing is electromagnetism, since the force is created by the repulsion of the outer electron shells of that atoms that make up the impact surface. You holding the mouse, or typing the keys is electromagnetism, which the electrons in your fingers bouncing off the electrons in the keys. Chemical reactions are really electrical is basis.
There have been reports of ancient Egyptian "arc lamps", and the famous "Bagdad batteries" that may hold some weight. However, it is generally accepted that electricity (the kind that kind be transmitted with wires) began to be harnessed by humans around the 18 century. Franklin, Galvani, Volta, Ampere, Ohm, and many others contributed to the early theory of electricity. Later inventors like Tesla, and Edison created electrical distribution systems (Tesla's AC eventually became the standard we use today), while Maxwell worked out the equations for electromagnetism (all electromagnetic waves from Radiation, to X-rays, to AC current in your home to radio transmissions) using Ampere's & Gauss' previous work.

No person can really invent electricity since it is a phenomenon that follows from the natural order of things. People usually don't invent phenomena; they discover them.
I would have to disagree that Edison or Franklin discovered electricity. Edison was a prolific inventor and engineer that happened to deal a lot with electrical inventions. One of Franklin's many claims to fame was that he discovered that lightning was in fact electrical in nature. Electricity was known to exist far before their time.
For example, the ancient Greeks played around with various materials that exhibited static electricity properties. Before that, I don't think any other civilization had scientifically studied electricity. Ah, and it appears the Wikipedia article Ronin linked mentions their work.
edit: And neither Tesla nor Volta discovered electricity either. Both were excellent scientists/engineers, but again electricity was known to exist well before their time.

Scientifically I don't know. However according to Genesis it rained and stormed (and lightning too) during the first storm that flooded the earth. Perhaps that lightning was part of the first electrical storm ever and thus the Creator of it was HE who invented it!!

voltacz or something like tht , he made the first battery of zinc in brass i belive, plates with an acid soloution on cloth inbetween the plate. it was called a voltac pile or something, oh an hey tesla inveted the tesla coil not electricity, his invetion would have been useless with out electricity
