As a preschool teacher myself I would say the first step it to get on the DCF ( Department of children and Families) website. Make sure you specify which state your in and call the numbers to speak to someone - you'll get further on the phone than online.

not sure what Universal Pre-K is. I have heard of Voluntary Pre-K (VPK), and my son is enrolled in a pre-k in Kentucky through the school system. I had to register him with the school in our area and they assigned him a class....no registration fees or anything. There are other programs offerd as well. Since I am not sure where you are located or what Universal pre k is I hope this helps a little bit. Tried to find info on the web, but no luck. Maybe a few more details might help.

Universal Preschool has not yet been established. What universal preschool is, is a program where they want all children regardless of income to be able to go to preschool. Right now the children that are attending preschool are the children whose parent's make a lot of money or are children who are below the poverty level. They are trying to pass a law that says all children that are preschool age should have the opportunity to attend preschool regardless of how much money their parent's make.

If you are from California, Universal preschool was on the ballot as a preschool initiative that proposed free preschool for 4 year olds. It didn't get enough votes so it lost.
