I need a program for that and it has to produce quality images no squiggles for text or blocky squiggles

also .PDF and .BMP and it has to be high enough quality to be able to read it later

You need a raster-to-vector conversion software package.
I'm not aware of any free packages, but there are low-cost solutions out there.

You could consider translating .IMG to .BMP first, then DXF - there are some solutions for that.

Try going to:http://www.binary-soft.com/ and look at the specs. for Uniview 1.65. It claims it can convert .img to .dxf files

on linux/unix there's a program called ... convert ... that'll do the trick
