That really all depends. My mother let my oldest sister start wearing at 10 or 11 because she was so pale and colorless that it was making her depressed as she became more aware of her looks. I didn't start until about 17 or 18 when my looks started bothering me. So, I would say if she is feeling ugly and thinks it will make her feel better, whatever age that occurs at. If she just wants to do it to feel more grown up, then she should find a new outlet. Many guys see young girls with make up on and do think they are older and legal.

There is no rule book. If she wants to than let her. And if she over-dos it guide her. But don't force your hand. This can become a bonding experience if you let it be one.
My mother would be the type to set a rule on when to let me shave/wear makeup/etc. And you know what? When I was young my friend brought me a razor from home so I could shave my legs. HOW DANGEROUS IS THAT??!? So you can guide her and be a part of her life, or restrict her and she will do it anyway. At school, at a friend's house, at a sleep over. Teach her what makeup is for and how it should be used- teach her that she is beautiful without it and how to apply and not to over-do it. Teach her how to be sanitary with her makeup, how to clean and store, etc. I think it can be alot of fun for you two. Don't set a rule on something like makeup. When she seems curious, go out and buy a few things with her. Lipgloss and blush are harmless. Leave the restrictions to sex/alcohol/drugs that can really harm her, and if you build a bond with her on things like makeup/shaving now, she will be more willing to listen to you (because you will be reasonable) about things that ARE dangerous and should be restricted.
