I'd like to bottle some peppers and other things for use AND decorative purposes, but I'm not sure what type of oil or spices or ingredients to add to keep the colors bright and liquid clear.

Store them in virgin olive oil - the oil will absorb the flavours of the peppers etc as well as preserve them.
I do this with garlic cloves, chilli peppers, basil leaves, parsley, chives etc and as I use the oil, I just top it up again. As virgin olive oil is slightly green in colour, it can look really attractive in your kitchen too. Find some really interesting shaped bottles and jars to store them in.

Ok.. i see you want them bottled in oil, not vinegar.
First you need to get peppers of different colors and sizes. Then you can cut very thin slices of carrots... If you use vinegar, you can add little pieces of cauliflower...
As for spices... use little pieces of dried thyme, and basil... and corriander seeds.
The vinegar (if you decide to use it), has to be boiled first, and when it's starting to boil, add salt and honey in it. Then pour it hot over the peppers, and let it cool down before putting the lid over them. Store in a cool, dry place for 2-3 weeks.
