If in the UK, you should have a call barring option on your mobile phone. If it's not-activated then your provider will do this, though this option doesn't apply to PAYG usually and there's usually a charge for activating this service. It's then up to you to programme in the numbers or witheld numbers you want barring. I don't bother with this on my mobile as I don't consider it as important as my landline. British Telecom provide witheld number barring as a stand alone option.
It's worth noting that my mobile service provider, Orange, have offered this service for at least 7 years. I had it on my first mobile breeze block.

And, yeh, they really are a pain in the rear - the number witholders. Have to own up to doing it myself a couple or more times - guilty as charged.

Some phones come with the option of turning off incoming calls, or designating them for incoming calls only, if you so desired. If you cannot find that function on your phone, I would suggest contacting your service provider and ammending that line to include outgoing calls only.

Nope. Set up ur phone, by assigning certain ringtones to people you know, and leave the rest silent, just as easy not to answer the call.

server provider can stop calls like said but only number you specify, cant bar withheld numbers

You can usually do it in your settings,. On my phone you can go to manage calls, accept calls, then set to no.. Some phones will say stop incoming calls. .. All depends on which phone you have..
Or easily you could set your phone to divert all calls to voicemail all the time

Depends what kind of phone you have. I have a sony K750i and I can do it.

Go to settings and mage calls, it gives you the option to only answer calls known to you.
