what are the "construction rights" on roller coaster tycoon 1?

I'm playing roller coaster tycoon 1 and I'm on Dinky Park. I see that a lot of the land outside the park has construction rights. What are they and how do I use them?

Construction rights means you can build on those peices of land but you will have to pay for all the land outside of your gates that you want to build on... To do this you have to go to the main gate window then there is a box that has a picture of purple squares and a mouse... click on that button then click on the land you want and yuo can purchase it.
