sames as what makes a pop star famous: some originality; the right publicity; a dash of luck. Determination helps all of the above.
Do you have to make good art to be famous? Heck no. It just has to be interesting to people in the art world (who feel they've seen much more art than you).

Ummmm.....if a lot of people know the name of the work and the name of the artist.
Is that what you're asking? Or are you asking, "How can an artist make his/her work famous?" In that case, I guess it just depends on the world's views at the time, and what they view as art versus trash. It's all subjective.

After your art degree take a masters degree in art preferably in a big city, then at your final masters degree show invite all the top art dealers to it and hope to you get noticed, or become very good friends with art dealers, lots of schmoozing, or do what Banksy did (look up if you don't know him!) or do what Damien hIrst did, hold a huge exhibition putting everything on the line call saatchi and tell him a taxi will be picking him up at........on........ and pray he comes and you get noticed! just a few ideas that don't involve dying;o)

His/her creativity makes them famous.
Just try to recall some of the greatest artists in the world and you will find that they all have done something which no one had done before.
Be yourself, be honest, be creative and creat something OFFBEAT!
PS: Art needs a good promotion. What is the meaning of an art if it is not visible to the public?
