During the night your facial hair grows so that you need a shave in the morning. In days gone by in England it was customary for factories to operate three shifts during a day so that production would go on for 24 hours a day. The 8 hour shifts were for the hours 6 am to 2 pm, 2 pm to 10 pm and 10 pm to 6 am. If you worked the shifts starting at 2 pm or 10 pm you would have had time to wash and shave properly but many workers found it hard to adjust to a short sleep in the night, having to rise at 5 am to be in time for work at six. Sometimes, if they slept in a little they would not bother shaving. before work and, as it was customary to rise at 5 am the phrase for one who hadn't shaved was for him to have a 5 o'clock shadow.
